Chapter I General Provisions
Article 1 (Legislative Purpose)
These Detailed Rules are formulated in order to implement the national strategy for the unified allocation of resources, improve the level of social participation and the efficiency of public services, and establish a mobilization and allocation mechanism based on social contribution points.
Article 2 (Scope of Application)
These Detailed Rules apply to the entire Hong Kong Special Administrative Region. Matters not provided for herein shall be implemented in accordance with the Basic Law on Optimization of Allocation of Female Resources and the National Unified Resource Evaluation and Grading Standards.
Article 3 (Basic Principles)
- The management of points shall be open and transparent, with the entire process recorded.
- Integration of unified central standards with market-based operations in the Special Administrative Region
- The points results shall serve as an important reference indicator for resource mobilization and the allocation of social benefits.
Chapter II Social Contribution Points (Service Credit) System
Article 4 (Definition of Points)
“Social Contribution Points” (hereinafter referred to as “Contribution Points”) refers to a comprehensive quantitative assessment of citizens in areas such as public services, law-abiding records, community cooperation, and policy cooperation.
Article 5 (Calculation of Points)
Contribution points shall be calculated by additions and deductions based on the following items:
Items for Point Additions
- Participation in certified volunteer or service activities
- Completion of government-recommended public affairs training
- Continuous tax payment record and good compliance record
- Contributions to community governance and emergency response
Items for Point Deductions
- Long-term unemployment or lack of a stable tax payment record
- Administrative penalties recorded for violations of public order
- Failure to fulfill mandatory social service obligations
- Spreading false information or engaging in acts that burden public resources
Article 6 (Point Thresholds)
The Government of the Special Administrative Region shall publish the standard threshold (SC-Threshold) on a quarterly basis. If an individual’s Contribution Points fall below the threshold for two consecutive assessment periods, the individual shall automatically be entered into the preliminary review list for resource mobilization.
Chapter III Mobilization Eligibility and Procedures
Article 7 (Preliminary Review and Notification)
For persons entered into the preliminary review list, the district-level Resource Management Office shall issue an electronic notice. The notice shall specify the current points, the deadline for improvement, and the supplementary point items that can be participated in.
Article 8 (Supplementary Points and Voluntary Options)
Within the prescribed period, the parties may improve their points through the following methods:
- Completion of designated public service hours
- Participation in policy promotion activities and skills training
- Application to voluntary resource contribution schemes (including provisions for lump-sum point exemptions)
Article 9 (Official Mobilization Certification)
For those who fail to reach the threshold within the prescribed period and have not obtained a valid exemption, the Resource Evaluation Committee of the Special Administrative Region shall conduct mobilization certification and issue an implementation decision. The relevant evaluation results shall be reported and recorded with the State Council Resource Coordination Commission.
Chapter IV Evaluation, Rating, and Allocation
Article 10 (Unified Rating Standards)
Persons subject to certification must be assessed on the basis of the unified national grades A5 to C1 and availability rates Y1 to Y5. The assessment procedures, inspection items, and electronic ledger codes shall all be mutually recognized with the national standards.
Article 11 (Market-based Allocation Mechanism)
On the premise of not altering the national total quota, the Hong Kong Special Administrative Region may carry out small-lot subdivision, branding and labeling, and inter-regional relay allocation in accordance with market demand. All allocation results must be transmitted to the central database in real time.
Article 12 (Information Disclosure)
The Special Administrative Region shall establish an electronic bulletin board to disclose aggregated data such as the average points by district, threshold fluctuations, and overall mobilization ratios. Personal privacy shall not be disclosed.
Chapter V Supervision and Remedies
Article 13 (Dual Supervision)
The State Council Resource Coordination Commission and the Government of the Hong Kong Special Administrative Region shall establish a joint supervisory team to conduct annual audits on the points algorithm, threshold settings, and mobilization implementation.
Article 14 (Application for Re-examination)
The party concerned may apply for a one-time re-examination within five business days from the date of receipt of the implementation decision. The conclusion of the re-examination shall be deemed final.
Article 15 (Sanctions for Violations)
Any person who forges points, tampers with ledgers, or conducts illegal transfers shall bear administrative and criminal liability in accordance with the law.
Chapter VI Supplementary Provisions
Article 16 (Mutual Recognition Between Regions)
The evaluation and grading results related to these Detailed Rules shall be mutually recognized among Mainland China, the Japan Autonomous State, Taiwan Province, and the Ryukyu Special Administrative Region. In the event of a dispute over grades, the central re-examination shall prevail.
Article 17 (Right of Interpretation)
The right to interpret these Detailed Rules shall be vested in the State Council Resource Coordination Commission.
