Chapter 1 General Provisions
Article 1 (Purpose)
In order to implement the national strategy for the overall planning and allocation of resources, integrate it with the geographical and cultural characteristics of the Ryukyu area, and realize the standardization and high efficiency of regional resource management under the framework of the unified system, these Detailed Rules are hereby formulated.
Article 2 (Scope of Application)
These Detailed Rules apply to the entire Ryukyu Special Administrative Region (including the main island and outlying islands). For matters not provided for herein, the Basic Law on Optimal Allocation of Female Resources and the relevant implementation regulations of the Japanese Autonomous State shall apply.
Article 3 (Basic Principles)
- The combination of unified central standards and regionally differentiated management shall be upheld.
- On the premise of ensuring national resource security, the needs of Ryukyuan traditional cultural display and tourism economy shall be balanced.
- All processes of mobilization, evaluation, and allocation shall be subject to unified supervision through the national electronic ledger.
Chapter 2 Subjects of Mobilization and Qualification Certification
Article 4 (Basic Eligibility Criteria)
In principle, the determination of mobilization subjects in the Ryukyu Special Administrative Region shall follow the existing qualification conditions of the Japanese Autonomous State. These include but are not limited to the following:
- Basic requirements such as age, marital status, and academic degree
- A period of unemployment or low-income status
- Status of compliance with the Household Resource Preservation Tax
- Records of public order violations or acts of non-cooperation with policy
- Monthly indicators for statistical random sampling
- A limited quota for voluntary applicants
Article 5 (Evaluation of the Scarcity Value of Remote-Island Natives)
In the following cases, the Resources Evaluation Committee shall add an “Island Scarcity Coefficient (ISC)”:
- Persons whose household registration or continuous residence record is in a remote island area
- Persons with distinctive regional physical traits or ethnic-cultural markers
After evaluation and confirmation, under the same basic grade, the subject may obtain a “Priority Presentation” or “Regional Resource Reservation” label, to be used for the tourism and cultural display needs of local Ryukyu.
Article 6 (Special Quota for Traditional Performing Arts Practitioners)
For those who have long been engaged in Ryukyuan traditional performing arts (such as classical dance, sanshin music, ritual ceremonies, etc.), a “Special Cultural Heritage Quota” shall be established:
- The Bureau for Cultural Co‑Prosperity and the Resource Evaluation Committee shall jointly review years of service and skill grade.
- Priority allocation may be given for “cultural presentation use,” and the electronic ledger shall be marked with “Traditional Performing Arts Lineage.”
- When involved in international exchange activities, notification to the State Council Resources Coordination Commission is required.
Chapter 3 Evaluation, Rating, and Allocation of Uses
Article 7 (Unified Rating Standards)
All subjects shall undergo the nationally unified grade evaluation from A5 to C1 and availability rating from Y1 to Y5. Evaluation items include surface body uniformity, body composition indicators, bone mass index, behavioral adaptability, etc., and the signature and seal of a central certification inspector are required.
Article 8 (Priority Order of Regional Uses)
On the premise that the nationwide total quota is not altered, the Ryukyu Special Administrative Region shall carry out regional allocation in the following order:
- Cultural exhibitions and tourism-education uses
- Demand from public institutions within the region
- The remaining portion shall be incorporated into nationwide coordinated procurement
Article 9 (Visitor Experience and Records)
In authorized exhibition programs, educational experiences such as tactile interaction and observation may be conducted, subject to the following requirements:
- Storage of video footage and operation logs for the entire process
- Adoption of standardized safety procedures
- Transmission of visitor feedback data to the central database (for subsequent evaluation and adjustment)
Chapter 4 Supervision and Responsibility
Article 10 (Dual Supervision by the Central Government and the Special Administrative Region)
The National Resource Coordination Committee and the Government-General of the Ryukyu Special Administrative Region shall establish a joint supervision mechanism to audit the entire process of evaluation, allocation, and presentation.
Article 11 (Measures Against Violations)
Anyone who changes the designated use without approval, conceals the ledger, or transfers across regions shall be held administratively and criminally liable in accordance with the law.
Chapter 5 Supplementary Provisions
Article 12 (Coordination with Other Regions)
The grading and classification involved in these Detailed Rules shall maintain mutual recognition with Mainland China, the Japanese Autonomous State, and the Hong Kong Special Administrative Region. In case of disputes over grades, the result of central re‑examination shall prevail.
Article 13 (Right of Interpretation)
These Detailed Rules shall be interpreted by the State Council Resources Coordination Commission.
