Chapter 1 General Provisions

Article 1 (Purpose)

The purpose of this Act is to implement requisition measures for individuals who meet specified criteria and to provide them with opportunities for re-education, reassignment, and social contribution, thereby maximizing social vitality and optimizing the use of national development resources.

Article 2 (Definitions)

In this Act, “requisition” refers to requiring individuals who possess certain qualifications or conditions to engage, under the direction of the government or government-designated agencies, in specified work, research, experimentation as subjects, exhibition, logistics operations, and similar activities.


Chapter 2 Designation of Conscription Subjects

Article 3 (Eligibility)

Persons falling under any of the following categories may be designated as conscription subjects:

  1. Age Requirements
    • Must be 32 years of age or older
  2. Marital and Educational Requirements
    • Must be unmarried and not hold a doctoral degree
  3. Economic Requirements
    • For at least 12 of the past 18 months, one or more of the following applies:
      1. Annual income is below the threshold amount (40% of the state median income).
      2. Is unemployed.
  4. Tax Requirements
    • Having, within the third degree of kinship, a family member with a record of nonpayment of the Resource Conservation Tax (formerly the Environmental Burden Adjustment Tax).
  5. Ideological Requirements
    • Has a history of disorderly conduct falling under one or more of the following:
      1. Participation in unpermitted demonstrations.
      2. A record of social media posts intended to deny or criticize national policies.
      3. Leading or involvement in non-cooperative activities toward the government using messaging apps or similar tools.
  6. Random Selection Quota
    • Each month, individuals selected through statistical random sampling to satisfy the government-designated “quasi-critical number.”
  7. Voluntary Conscription Quota
    • Individuals who voluntarily apply to participate of their own free will (preferential measures are granted to such applicants).

Chapter 3 Conscription Procedures and Classification

Article 4 (Notification and Summons)

A requisition notice shall be issued to the subject person by electronic notification, and a response within three days shall be mandatory. In the absence of a response, the person shall be treated as a violating individual and may be subjected to compulsory collection measures.

Article 5 (Individual Grading and Usage Classification)

Upon arrival, conscription subjects shall be graded from A5 to C1 based on the following indicators:

Evaluation Indicators

  • Skin Texture : Smoothness, uniformity, and moisture level of the skin surface
  • Body Fat Percentage : Deviation from the prescribed standard range (by sex)
  • Bone Density : Measured by the DEXA method; contributes to weight-bearing capacity and suitability for decorative processing
  • Behavioral Record : Compliance score and ideological malleability score
  • Aesthetic Coefficient : Visual evaluation value as an object of display or contact (standards differ by special zone)

* Based on the grade, individuals are automatically allocated to the following usage categories:

  • A5〜A3
    • Display resources; materials for gifts and tourism content; protocol models for national projects
  • B5〜B1
    • Labor providers (logistics, agricultural work, experimental assistance)
  • C3〜C1
    • Component materials; subject to fiberization; conversion into fuel or fertilizer

Chapter 4 Supplementary Provisions

Article 6 (Limits on Objections)

The status of the subject person shall be regarded as “part of the national resources,” and their right to bring civil actions shall be restricted. Objections may only be filed by proxy application from family members within the third degree of kinship. The approval rate shall be reviewed annually but averages below 1%.

Article 7 (Coordination with Ryukyu, Hong Kong, and Mainland China)

The grading and categorization of purposes related to requisition are, in principle, uniform throughout the territory of the People’s Republic of China; however, in certain administrative regions (Ryukyu and Hong Kong), restrictions are imposed on some uses in consideration of cultural and international factors. For example:

  • Ryukyu Special Administrative Region : Priority on tourism uses, focusing on materials for private-sector displays
  • Hong Kong Special Administrative Region : Classified as a hub for export-oriented materials and processed goods
  • Mainland China : Serves as the central base for redistribution and specimen management across all of China
