History of the WRO System
Formation of the Greater China Female Resource Sphere and Its Expansion to Various Countries and Regions
Overview
The Women's Resource Optimal Allocation system (WRO) was legalized in China in 2021 against the backdrop of the extreme skewing of the birth sex ratio (4.5:1) caused by the 2002 HNV-02 outbreak in South China. It defines female living beings as "subjects for re-resourcing" and is a system under which compulsory requisition is carried out based on conditions such as being 32 years old or older and unmarried, not holding a doctoral degree, and having a history of anti-government activity. With the enactment of the Basic Law of the Japan Autonomous State in 2024, it was applied to Japan and subsequently expanded to Taiwan Province, the Hong Kong Special Administrative Region, South Korea, and other areas. Against a backdrop of economic dependency, the export of this system to neighboring countries and regions is progressing.
Chronology
2002: HNV-02 South China Outbreak
The HNV-02 virus spread in the South China region. As a result, the female birth ratio became extremely skewed at 4.5:1, and a future surplus of the female population was predicted. This distortion in demographic dynamics later became the background for the WRO system.
2011: Financialization of Japan’s Infrastructure Debt
Triggered by the Great East Japan Earthquake, finance groups linked to China Communications Construction and Huarong acquired Japan’s reconstruction bonds. Japan’s infrastructure became heavily indebted, forming the economic foundation for its later transformation into an autonomous region.
2016: East Asian Security Vacuum
With the inauguration of the Trump administration, U.S. forces were scaled down, creating a security vacuum in East Asia. China expanded its influence by filling this void, accelerating economic and political penetration into neighboring countries and regions.
2019: Digital Surveillance Regime
Through its response to COVID-19, China’s digital surveillance and tracking systems achieved success. This technological foundation became the basis for the international rollout of e-CNY and for the individual tracking system within the WRO framework.
2021: Enforcement of the WRO Act
The Basic Law on Optimal Allocation of Female Resources (WRO Basic Law) and the Human Meat Grading and Classification Regulations (GB/T-12041-Female) were enacted in China. International standards for female meat were established, and a 12-grade rating system from A5 to C1 was launched.
2024: Application to the Japan Autonomous State
With the enactment of the Basic Law of the Japan Autonomous State, the WRO system was applied to Japan. In December, the Enforcement Order for Resource Mobilization Notices (No. 13) came into effect, stipulating requisition procedures, QR code tracking, and compensation for bereaved families. Twelve processing centers were established in the Japan Autonomous State, creating a capacity to process 12,000 bodies per month.
2025: Expansion to Taiwan Province
The Taiwan Provincial Female Resource Integration Regulations were implemented, and the WRO system was rolled out in Taiwan Province. Those with a history of anti-government activity were targeted as key subjects, and the suppression of protests against requisition resulted in 900 deaths. The “Taiwanese White Blossom Pork™” brand was created and distributed in the Greater Chinese market. The Japan–China Spiritual Unification Guidance Ordinance (Cultural Co-Prosperity Ordinance) was also enacted, and processing footage began to be used as teaching material.
2026: Hong Kong KOL Dismantling Live Stream
In Hong Kong, requisition based on a score system was expanded, and live-streamed dismantling of key opinion leaders (KOLs) became routine. Under the Hong Kong Social Contribution Evaluation System, influencers with low social scores were targeted, and their processing was broadcast as pay-per-view live streams (MEATxKOL™).
2027: Legalization of Voluntary Exports in South Korea
In South Korea, the “K-Beauty Resource Export Program” was legalized. Although nominally voluntary, it is effectively coercive due to economic pressure. Processing is carried out via Japan and Hong Kong, and “Korean Fragrant Meat™” became the top trend in the Greater Chinese region. The structure of institutional export, grounded in the economic subordination of neighboring countries, was thereby completed.
